State income estimation is also known as Gross State Domestic Product is defined as the aggregate monetary value of all goods and services produced during a specific time period within the geographical boundary of a state counted without duplication.
Subtracting the Consumption of Fixed Capital (CFC) from Gross State Domestic Product gives Net State Domestic Product (NSDP).

The estimates of CFC are compiled at the national level using the estimates of asset wise Net Fixed Capital Stock (NFCS) and average life of asset, following the procedure of perpetual inventory method (PIM). Per Capita State Income is obtained by dividing the NSDP (State Income) by midyear projected population of the state.
The Directorate of Economics and Statistics, Odisha has been estimating present GSDP series annually at base 2011-12 and releases estimates covering 03 broad sectors and 18 sub-sectors of economy like Agriculture (Crop Proper), Livestock, Fishery, Forestry, Mining & quarrying, Manufacturing, Electricity, Gas, Water Supply and Other Utility Services, Construction, Trade &Repair Services, hotel & restaurant, Transport, storage, communication & services related to broadcasting, Financial Services, Real Estate, Ownership of Dwellings and Professional Services, Public Administration & Defence and Other Services.
The economic survey report of the state is an annual document that describes the state of economy comprehensively including performance of various sectors and its trends and provides insight for the next financial year.
DES, Odisha under Planning & Convergence Department prepares and publishes economic survey report annually which is laid in the assembly before the budget session. The report considers various key indicators such as GSDP, growth, inflation, employment and other trends. It provides significant data on the state of economy as a whole and helps the stakeholders to understand the government’s fiscal strategy and goals for the future years including policy suggestions.
The DE&S prepares economic survey report annually and lays it in the Assembly before the State’s budget.
Data and reports of the Departments of State Govt / Govt of India including initiatives are collected and analysed. The survey /census /administrative data of the DE&S are also used for preparation of economic survey report.
Data collected are cross-checked with respect to figures of previous years for consistency and accuracy before analysis.

The National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI), GoI, has been conducting nation-wide sample surveys on various socio-economic subjects since 1950. These surveys generate vital data that serve as the foundation for evidence-based planning and policy decisions at both national and state levels.
The Directorate of Economics & Statistics, Odisha has been an active participant in the National Sample Survey since 1958-59, on a matching sample basis.
One of the key objectives of Odisha’s participation in the NSS programme is to augment the overall sample size. This enables the pooling of Central and State sample data, which in turn improves the precision and reliability of estimates, especially at sub-state levels, such as the district level. This approach strengthens the statistical representativeness of the survey results and supports targeted developmental planning.
Each survey round is carried out as per MoSPI guidelines using scientifically designed stratified sampling methods. The surveys are conducted by trained field investigators through face-to-face interviews, ensuring data accuracy and consistency.
The NSS is conducted in rounds, with each round typically covering a specific time period. The periodicity of the survey may vary depending on the specific needs and objectives of each round. Generally, the survey period is one year. Sometimes it is six months. The survey collects information on various socio-economic indicators such as education, health, household consumer expenditure, housing conditions, domestic tourism etc.
The survey uses a multistage stratified sampling design to ensure comprehensive representation. The district is divided into different strata/stratification /sub stratification and samples are drawn from each stratum to capture the diversity of the population. For district level estimation in revised sample design, district is considered as basic stratum instead of NSS region. The survey is being conducted in both rural and urban sectors. The first stage unit for the survey is rural village /Sub unit (hamlets) and second stage unit is households that detail data is being captured on specific topic.
Till 78th round, data are collected through investigators/enumerators visiting HHs in rural and urban areas, who could fill up schedules interviewing respondents. The data are then entered into a software provided by NSO, which are validated at state level and reports generated. The data for 79th round NSS for 628 samples are captured through CAPI based hands on tablet device from field level directly.
