The Centrally sponsored scheme "Establishment of an Agency for Reporting Agricultural Statistics" (EARAS) is in operation in the state through Directorate of Economics & Statistics, Orissa since 1976-77.
The objective is :
- Formulation of estimates of Area, Yield & production on principal crop paddy other 13 minor crops.
- Formulation of estimates of area under different land use (9-fold classifications).
The sample survey is conducted annually in three seasons by the Directorate of Economics and Statistics, covering 20% of villages systematically to ensure complete coverage within a five-year cycle.
Each Community Dev. Block of the State has been considered as a stratum from which 20% villages (approx.10,000) are selected as samples every year by the method of Simple Random Sampling without replacement. In each selected Sample Village, all the plots will be surveyed by plot to plot visit in each crop season.
A three-stage stratified random sampling design is adopted for yield estimation survey taking the Sample Village as the first stage sampling unit, the selected survey number under the crop & the experimental field (5m x 5m) for Crop Cutting as the 2nd & 3rd stage Sampling Units respectively.
A sub-sample of 40% of villages is selected from the sample villages to conduct crop cutting experiments on paddy. A sub-sample of 50% of villages is selected from the sample villages to conduct crop cutting experiments on minor crops. During the summer season, due to inadequate cultivation of crops, all sample villages are used for conducting crop cutting experiments.
PMFBY is an agricultural insurance scheme launched by the Government of India in 2016 to provide financial support to farmers in case of crop loss due to natural calamities, pests, and diseases. The scheme aims to stabilize farmers' income and encourage sustainable farming practices.
The DE&S calculates season wise mean yield of the notified crops based on Crop Cutting Experiments and shared information with Cooperation Department for insurance directly for minor crops and through ORSAC for paddy.
All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage. However, farmers should have insurable interest on the insured crops and lands.
Scheme provides for adoption of three levels of Indemnity, viz., 70%, 80% and 90%. In Odisha it is 70%. The Threshold Yield shall be notified for the current season and the same will be used for claim calculation for that season. The Average Yield of a notified crop will be the average yield of the best five years out of the last seven years.
The basic cover under the scheme covers the risk of yield loss to standing crops (sowing to harvesting). This comprehensive risk insurance is provided to cover yield losses on an area-based approach basis, against non-preventable risks like drought, dry spells, flood, inundation, wide-spread pest and disease attack, landslides, natural fire due to lightening, storm, hailstorm, and cyclone.
Improvement of Crop Statistics (ICS) scheme focuses on enhancing the accuracy and reliability of data.
The scheme is initiated with the objective of pointing out the deficiencies in the system of collection of area and yield statistics through the joint efforts of the NSSO (FOD) and State Agricultural Statistics Authority (SASA) and to suggest remedial measures.
Conducting sample checks through Physical verification of the crop enumeration, Checking of the aggregation of crop-wise area, Supervision on crop cutting experiments.
The sample checks are undertaken by the supervisory staff of NSSO (FOD) and of the State Governments on a matching basis in two non-overlapping samples.
Two schedules viz., Sch AS 1.0 and AS 2.0 used for recording the findings of the sample check on (a) enumeration of area and (b) the crop cutting experiments by the supervisory staff of Central (NSSO-FOD) and State agencies after conducting the sample checks.

Agricultural Census scheme was launched by Ministry of Agriculture Farmers Welfare, Government of India with an aim to produce reliable data base on socio-economic aspects of operational holders in the country in 1970-71.
The State of Odisha has been participating in the Agricultural census since 1970-71.
The Agriculture Census carried out in three phases. In Phase-I, data on primary characteristics like number of operational holdings and area operated by different size class, social groups, gender, types of holding etc are collected. Though earlier, 20% of total villages of the State were covered in Phase-I, from 11th Agricultural Census, 2021-22, Phase-I is conducted in 100% revenue villages of the State.
2. In Phase-II, Survey is conducted in 20% randomly selected villages of each block /Tahasil and the Data points are mainly on tenancy particulars, land use, irrigation status and cropping pattern etc.
The Phase-III of Agriculture Census is conducted to collect data on use of agricultural inputs like seeds, fertilizers, pesticides, agricultural credit etc. from 7% sample of villages out of 20% villages of Phase-II
Agricultural wage constitutes a major item in the cost of production of crops.
Data on agricultural labour wages, covering skilled, semiskilled and unskilled work such as ploughing, showing, weeding, reaping and harvesting, watering the fields, load carries, well digging and cleaning slit from water ways etc. is being collected by gender from 89 centres across most of the sub-divisions in rural areas of all districts of the state.
Skilled labour includes Carpenter, Cobbler, Blacksmith, Mason, Tubewell Operator and Tractor Driver. Similarly, Semi-Skilled Labour includes Ploughing, Showing, Weeding and Reaping & Harvesting. Unskilled includes labour for Watering the fields, Load Carries, Well Diggers, Cleaning silt from waterways, making Embankment, and Herdsman.
Data on agricultural labour wages are collected monthly from 89 centres across most of the sub-divisions in Odisha. Data collection includes normal working hours (8 hours) on a day in which wages are expressed in terms of cash or in kind and broken down by gender.
District wise monthly average wage, District wise annual average wage, Monthly average wage for the state and Annual average wage for the state are being compiled.
MI Census is conducted on 5 yearly basis being sponsored 100% by Ministry of Jal Shakti, Dept. of Water Resources, Rural Development and Ganga Rejuvenation.
It aims at building a comprehensive and reliable data base in the Minor Irrigation Sector through conduct of Census of Minor Irrigation (MI Census). The State is participating in this census activities and so far sixth MI censuses have been completed in the State. In 6th MI Census, first census of water bodies conducted.
7th MI census with reference year 2023-24 is launched in the State.
Under 7th Minor Irrigation Census with reference year 2023-24, in addition to collection of MI information, 2nd census of water bodies, 1st census of MMI (major & medium irrigation) projects and 1st census of springs will also be conducted.
The Census covers all surface water and groundwater schemes with a Culturable Command Area (CCA) of up to 2,000 hectares.
Information on irrigation sources, irrigation potential, ownership, water distribution methods, energy sources, and devices used to lift water. The census of water body covers type of water body, uses, cost, ownership, repair, storage capacity etc. are collected. 7th Census also includes a census of springs and spring-sheds as part of Minor Irrigation (MI)
