Annual Survey of Industries

The survey is conducted annually.

The primary unit of enumeration in the survey is a factory in the case of manufacturing industries, a workshop in the case of repair services, an undertaking or a licensee in the case of electricity, gas and water supply undertakings and an establishment in the case of bidi and cigar industries.

The DES, Odisha has been participating in ASI survey for state sample.

Process and Methodology

ASI frame is based on the lists of registered factories/units maintained by the Chief Inspector of Factories (CIF) in respective States and those maintained by registration authorities in respect of bidi and cigar establishments.

ASI sample comprises of two parts – Central Sample and State Sample. The Central Sample consists of two schemes: Census and Sample. Generally, Census scheme consists of the units having 100 or more employees. All the remaining units in the frame are considered under Sample Scheme, out of which around 50% units (central sample) selected from the frame are surveyed by NSO and rest 50% termed as State sample allocated to states and are surveyed by State DES.

The information under ASI is collected from the audited financial statements viz. Balance Sheet and Profit & Loss (PL) Account of the selected factory.

Index of Industrial Production

IIP measures the changes in the volume of production of a basket of industrial products during a given period with respect to that in a chosen base period. The National Statistics Office (NSO) has been compiling all India monthly IIP with base year 1946 commencing from 1950. In order to reflect industrial growth and structure adequately, the coverage of items and industries have been regularly reviewed, the IIP series in India has been revised periodically shifting the base to a recent period of 2011-12 covering three sectors namely Manufacturing, Mining and Electricity with 407 items. 

The DES Odisha attempted monthly IIP at base 2011-12 since 2016-17 and was releasing it on quarterly basis taking production data pertaining to three sectors namely Manufacturing, Mining & Quarrying and Electricity.

From April, 2018 onwards, IIP is being compiled on monthly basis. In total, 77 items of production covering 260 no. of factories across 23 districts of Odisha have been taken for compilation of IIP in Odisha.

Process and Methodology

The scope of IIP constitutes three sectors namely Mining & quarrying, Manufacturing and Electricity. IBM data and data from electricity companies are used for mining & quarrying and electricity respectively. For selection of items in Manufacturing sector, value of output figures has been taken from Annual Survey of Industries (ASI) 2011-12. 77 no. of items have been finalized to be included in the item basket covering 8 items i.e., Meat of Cattle, Frozen, Refined Sugar, Yarn of manmade filaments, Wooden frames for painting, Cement Clinkers, Fire Extinguisher and Link forging, Tobacco dust, processed that factory could not be identified.

The selection of factories has been worked out from ASI frame 2011-12 and also data from Provisional Business Register following criteria like listing of establishments/ factories which were operational during the proposed base year (2011-12), Identification of major producers of each of the items in the item basket and assured availability of monthly data. A total of 260 no. of factories covering 23 districts have been selected against 77 no. of items.

Weights at the sectoral level for the new series of IIP have been computed using the sectorial Gross Value Added (GVA) figures from National Accounts Statistics with base 2011-12. The total weight is taken as 1000.The distribution of sector-wise weight has been Manufacturing (463.730), Mining & Quarrying (442.160) and Electricity (94.110). Laspeyres’ index formula has been used for compilation of the IIP.
